उत्तराखंड में शीतकालीन पर्यटन को प्रोत्साहित करने के लिए आ रहें हैं पीएम मोदी
पीएम की 27 फरवरी की प्रस्तावित यात्रा को लेकर बैठकें शुरू
मौके पर तैयारियों को देखेंगी मुख्य सचिव

देहरादून। प्रधानमंत्री नरेन्द्र मोदी आगामी 27 फरवरी को शीतकालीन यात्रा पर उत्तरकाशी जिले के हर्षिल-मुखवा क्षेत्र के भ्रमण पर आ सकते हैं।
प्रधानमंत्री की प्रस्तावित यात्रा को लेकर शासन-प्रशासन के स्तर पर तैयारियां तेज कर दी गई हैं। इस सिलसिले में मुख्य सचिव श्रीमती राधा रतूड़ी ने अधिकारियों की बैठक लेकर प्रस्तावित कार्यक्रम की रूपरेखा एवं तैयारियों की समीक्षा की।
मुख्य सचिव ने अधिकारियों के निर्देश दिए कि इस कार्यक्रम को लेकर संबंधित विभाग अपनी तैयारियों का समय रहते पूरा करें और सौंपी गई जिम्मेदारियों को त्रुटिरहित ढंग से संपादित कर सभी व्यवस्थाओं का तय समय के भीतर चाक-चौबंद कर लें।
मुख्य सचिव राधा रतूड़ी ने कहा कि प्रधानमंत्री का यह भ्रमण उत्तराखंड में शीतकालीन पर्यटन को प्रोत्साहित करने का अमूल्य अवसर प्रदान करेगा, लिहाजा इस दौरान आयोजित होने वाले कार्यक्रमों में राज्य के शीतकालीन पर्यटन की संभावनाओं व क्षमताओं को उजागर करने पर विशेष ध्यान दिया जाय।
मुख्य सचिव ने निर्देश दिए कि प्रधानमंत्री के हर्षिल-मुखवा में प्रस्तावित कार्यक्रमों के दौरान तय प्रोटोकॉल और सुरक्षा प्रबंधों को ध्यान में रख सभी तैयारियां समय से सुनिश्चित की जाय। मुख्य सचिव ने कहा कि अधिकारियों के साथ वह स्वयं हर्षिल-मुखवा जाकर तैयारियों का स्थलीय निरीक्षण करेंगी और सभी व्यवस्थाओं को परखेंगी। मुख्य सचिव ने निर्देश दिए कि प्रधानमंत्री द्वारा मुखवा मंदिर में दर्शन-पूजन सहित हर्षिल में जनसभा के प्रस्तावित कार्यक्रम की उपयुक्त व्यवस्था की जाय और पार्किंग व परिवहन व्यवस्था को लेकर भी कारगर इंतजाम किए जाय।
उन्होंने सचिव पर्यटन को हर्षिल में उत्तराखंड के शीतकालीन पर्यटन स्थलों की प्रदर्शनी आयोजित करने के निर्देश देने के साथ ही कहा कि इस अवसर पर राज्य के स्थानीय उत्पादों पर आधारित प्रदर्शनी भी लगाई जाय।
बैठक में सचिव विनोद कुमार सुमन ने प्रस्तावित कार्यक्रमों एवं अपेक्षित व्यवस्थाओं के बारे में प्रस्तुतिकरण देते हुए कहा कि सभी संबंधित विभाग तुरंत सभी आवश्यक तैयारियां पूरी कर लें।
इस अवसर पर जिलाधिकारी उत्तरकाशी डॉ. मेहरबान सिंह बिष्ट ने बताया कि प्रस्तावित कार्यक्रम को लेकर जिले में सभी आवश्यक व्यवस्थाएं सुनिश्चित की जा रही हैं।
हर्षिल में उद्यान विभाग के परिसर में प्रधानमंत्री के कार्यक्रम के लिए समतलीकरण का कार्य कराया जा चुका है। मुखवा में मंदिर व गांव के भवनों का सौंदर्यीकरण करने साथ ही मंदिर के लिए सुविधाजनक व सुरक्षित रास्ते का निर्माण किया गया है। हर्षिल-मुखवा क्षेत्र की सड़कों को दुरस्त किया जा रहा है।
हर्षिल में बगोरी हेलीपैड तक सड़क का निर्माण कार्य अंतिम चरण में है और निकटवर्ती अन्य हेलीपैड भी चाक-चौबंद किए जा रहे हैं। हर्षिल व मुखवा में पार्किंग निर्माण करने के साथ ही गंगोत्री राजमार्ग पर भी पार्किग के इंतजाम किए जा रहे हैं। शीतकाल में पानी जमने के कारण पेयजल लाइन के क्षतिग्रस्त होने की समस्या के समाधान के लिए इस क्षेत्र में लगभाग पांच कि.मी. लंबाई के एचडीपीई पाइप बिछाकर पेयजल आपूर्ति की व्यवस्था की गई है।
इस क्षेत्र में बिजली की लाइन की मरम्मत व पोल बदलने के साथ ही सोलर हाईमास्ट लाइट्स एवं स्ट्रीट लाइट्स स्थापित की गई हैं।
इस क्षेत्र में तीन नये स्मार्ट टॉयलेट्स बनाए जा रहे हैं। जिलाधिकारी ने कार्यक्रम से जुड़ी अन्य तमाम व्यवस्थाओं का ब्यौरा प्रस्तुत करते हुए बताया कि सभी तैयारियां अंतिम चरण में हैं।
बैठक में पुलिस महानिदेशक दीपम सेठ, प्रमुख सचिव आर के सुधांशु, सचिव शैलेश बगौली सहित शासन एवं पुलिस विभाग, जिला प्रशासन के अधिकारी मौजूद रहे।

Prime Minister’s visit to Harshil Mukhwa will encourage winter tourism in Uttarakhand
Prime Minister Shri Narendra Modi may visit Harshil-Mukhwa area of Uttarkashi district on 27th February for his winter visit. Preparations have been intensified at the level of the government and administration regarding the proposed visit of the Prime Minister.
Chief Secretary Smt. Radha Raturi reviewed the outline and preparations of the proposed program by holding a meeting of the officials. The Chief Secretary instructed the officials that the concerned departments should complete their preparations for this program on time and complete the assigned responsibilities flawlessly and make all the arrangements foolproof within the stipulated time.
Chief Secretary Smt. Raturi said that this visit of the Prime Minister will provide an invaluable opportunity to promote winter tourism in Uttarakhand, hence special attention should be paid to highlighting the possibilities and capabilities of winter tourism in the state in the programs to be organized during this period.
The Chief Secretary directed that all preparations should be ensured on time keeping in mind the protocol and security arrangements during the proposed programs of the Prime Minister in Harshil-Mukhwa. The Chief Secretary said that she herself will go to Harshil-Mukhwa along with the officials and inspect the preparations on the spot and check all the arrangements. The Chief Secretary directed that appropriate arrangements should be made for the proposed program of the public meeting in Harshil including darshan-pujan of the Prime Minister at the Mukhwa temple and effective arrangements should also be made for parking and transport arrangements. Along with instructing the Secretary Tourism to organize an exhibition of winter tourist places of Uttarakhand in Harshil, she also said that an exhibition based on the local products of the state should also be organized on this occasion.
In the meeting, Secretary Shri Vinod Kumar Suman while giving a presentation about the proposed programs and expected arrangements said that all the concerned departments should complete all the necessary preparations immediately.
On this occasion, District Magistrate Uttarkashi Dr. Meherban Singh Bisht said that all the necessary arrangements are being ensured in the district regarding the proposed program. Leveling work has been done for the Prime Minister’s program in the premises of the Horticulture Department in Harshil. Along with beautification of the temple and village buildings in Mukhwa, a convenient and safe path has been constructed for the temple. The roads of Harshil-Mukhwa area are being repaired. The construction work of the road till Bagori helipad in Harshil is in the final stage and other nearby helipads are also being made perfect. Along with constructing parking in Harshil and Mukhwa, parking arrangements are also being made on the Gangotri Highway. To solve the problem of damage to drinking water lines due to freezing of water in winter, a five km long road has been constructed in this area. Arrangement for drinking water supply has been made by laying HDPE pipes of 100-200 meter length. Along with repairing electricity lines and changing poles, solar high mast lights and street lights have been installed in this area. Three new smart toilets are being built in this area. Presenting details of all other arrangements related to the program, the District Magistrate said that all preparations are in the final stage.
Director General of Police Shri Deepam Seth, Principal Secretary Shri . RK Sudhanshu, Secretary Shri Shailesh Bagauli along with officials of the government and police department, district administration also participated in the meeting.
